I think maybe where my confusion comes from then is a limit on recovery distance from a home start.
They said they had to refer me to private recovery firm last time because it was more than 10 miles form home address. Untill i threatened to cancel membership

The only thing I think they stipulate on is the distance to take your car to a garage from your home.
I can remember my dad being relayed all the way home from the Isle of Wight to East london once, and yes they did swap at each county.

they only swap because of the driver hours or if theres another driver going back in your direction empty. if theres no need to swap they wont, in theory anyway!
