Saw a WRX in WR1 blue yesterday, does this mean you can but a WRX in that colour or was it something else?

Ice Blue was available in Europe across the range AFAIK, so it was probably an EU parallel import. They also had a similar car to the WR1 called the Solberg Edition, but I don't think it was quite as tricked up as the UK only WR1.
