Crikey, you might have to be a bit more specific on your needs mate, would this be a second car? if so maybe a tuned mint condition Classic, more user friendly and practical maybe a Bugeye Wagon - also Blob eyes WRX's are seem to be dropping now around the 10-11k mate.
If you wanted a 2 door these really command a premium and you would be pushed getting one for 8-10k i've seen the really good P1's go for up to 15k
choice is yours mate

Also make sure that it is enthusiast owned, full service history - check out the owner when you view is it a Chav owned Lexus lights example - possibly run on 95 Ron Unleaded, If it does not bother you then maybe try to find a standard one - and nothing too fettled with.

I will assume it's a Impreza Turbo you want?
A few pointers to protect you from the dogs:-
1. Only buy a UK supplied car
2. Do not buy anything that has been modified
3. Do not buy anything that has sniffed a track
4. Avoid all cars from owners under 25 years old
5. Buy a one owner, or at the very most a 2 owner
6. Buy a Wagon - much less chance of it having been thrashed
7. Do NOT buy a cheap one .... they are all good value, do NOT sell yourself short
8. Full Service History is a must .... main dealer for at least the first 5 years
9. Ensure you get all old MOTs and all invoices - a good owner will have all these in a folder
10. When you get one, enjoy it and ignore the ***** who will try to convince you that it needs extra special treatment - it doesn't! Its a car simple as!

What you look for substantially depends on what you want.
Your best buy will probably come from a more mature owner with no boy racer tendancies.
From the advice above you can check it is a genuine car and only buy one that has been looked after and has all the documentation. Some light mods are not a problem eg an after market exhaust has been fitted when the old one came to the end of its useful life or an STi panel filter.
There is no reason not to buy a Jap car providing it is run on Super and for your money you could be the first owner of a Jap car in the UK and get very good value for money. Go for one Jap previous owner. Many of them are a fastidious and finding good examples is not too difficult.
As you clearly have little Scooby experience it would be in your interests to find someone that you can trust, that is knowledgable on the make to look the car over.
It has to be someone independant and not an import company/garage selling the vehicle.
Where are you located.
