Wouldn't match Model Report used I guess.

Would fail under safety in event of an accident.

You dont need to take an E-SVA test (which requires a Model Report) with a 1996 car; you take a simple SVA test and its far less likely that the scoop will draw attention (assuming its painted properly) unless its very silly. Decide which SVA testing centre youre going to use and visit (better) or call them up and ask the testers opinion. Obviously ensure that the question is as neutral as it can be: "will a massive replacement intercooler scoop cause me to dail.....?" will get a definate yes after-all.
