I've read about this before - but i thought it was irrelevant these days - perhaps not.

Basically the rules state that only X number of types of cars from each year of manufacture are allowed into the country.

Now i believe the rules only apply to older cars - not newer ones, and this is about the right age...

So basically what he's saying is that it needs to go into next years allocation...

to my knowledge there is no model report for that vehicle which means that it can not be registered, unless you pay a very large sum of money out!!

probably the real reason he hasn't sorted it....................

This is completely incorrect Im afraid. There used to be a quota for each model several years ago but its not longer the case.

Having read the eBat advert I have no doubt that the mans a liar. He cant register the car because there isnt a Model Report available for it, there are ways around this but hes chosen to lie to prospective purchasers. If he sells it he will either end up in a cast or in the County Court; in either case the **** is f*cked and itll serve him right.

I thought Sti 5's did have model reports for them? It was just Sti 4's that didn't?

Not that Im aware of, although you might be right; it isnt something that Ive kept up to date with. The 'quota' nonsense is a blatant lie though.

This doesnt really mean anything.....

Impreza STI V5s offered for sale that are already registered were registered before the loophole used was closed. An STI5 can no longer be registered.

STIs too: 48D's (WRX) only, 47D's (RA) and 4ED's (STI) arent covered.....

Search on Google, there are a few companies offering Model Reports. In theory the MoT should be able to provide you with a complete list of all Model Reports available to hire (there may be an STI5 report that the owner wishes to keep to himself...); but in practice they try to refer you to their ****e website which hasnt even got all of www.modelreports.com 's products on, let alone smaller concerns like Iain Litchfield.

if there is a report he would have to go standard, and put everything back on once passed.

Im not sure that I follow you Daz; a car thats been registered will have a log book. A car that hasnt been registered will have a Japanese Certificate of De-Registration (with translation) and a HMC&E for 386 to show hes paid all duties. Briefly; the current regulations have been with us for a few years and all cars manufactured after 311296 have required an E-SVA which uses/requires a Model Report. Vehicles 'Modified for disabled use' didnt have to take the E-SVA test though, they only had to take a simple SVA (similar to what a 1996 car would take now) and virtually every 1997> car was fitted with a steering aid (all it required) and SVAd as a 'modified for disabled use' vehicle. The abuse of this loophole was closed in April 2004 but any car that had an SVA booked by that date was allowed to be tested in this manner, as a result a lot of cars were bought and booked for test which is why un-registered, SVA tested cars were available for a lot of last year..... All cars registered have passed and it might be possible that there is still the odd car thats been tested and not registered (this definately doesnt apply to the liar in the eBay ad though!) but this is unlikely. Any car thats landed since wont be able to be registered (in theory) unless someone funds a Model Report or unless its a 'Personal Import' and unless youre coming back from a year in Japan it cant be that...

personal import??

Does that simply mean that if you import it yourself it's fine? Or is it to do with residency etc etc?

No, it doesnt mean that; it is 'to do with residency' (hence my saying:"unless youre coming back from a year in Japan it cant be that"); also the period of time for which you have owned the vehicle.
