The insurance industry - Is it time to regulate it properly??

Despite my current insurance gripes I have for a long time been convinced that consumers in this market longed for it to be regulated.
Do you realise that you enjoy more customer protection taking a £200 personal loan from a bank, than a £1000 car insurance policy?
Just look at the common gripes posted on this BBS;
-poor service
-problems with settlement values
-unexplained and often big rises in premiums
-lack of transparency
-inexplicable differences between quotes for similar vehicles / driver histories
I suppose this was prompted a little by the Admiral discussion but is a much broader issue.
If insurers where lending you money or taking your savings then conduct as specified above would not be acceptable.
Also on a business level, how well run can these companies be given that so many are continually facing enormous losses.
One to think about perhaps?
