From what I have read so far, JDM MY95/96 scoobies only come in 3 colours white, silver and black. I have spoken to some guy who has one for sale and it is in dark blue, is this special edittion? is so which one or has it just been resprayed???

I've seen dark blue ones but there aren't many of them about. The best colour if you ask me

 

Do you know if all dark blues are special editions ?????

The normal production cars were available in these colours:

Black mica
Feather white
Light silver
Active red
Cosmic blue mica

Dark blue is likely to be a 555 STI; this is the colour the works cars ran in before the adoption of the lighter metalic blue.
