3500 seems a bit late. Usually start coming in around 3000, or 2800 on PPP'd cars. If you want it to spool up sooner you'll need to remove exhaust restrictions, ie- cats. Minor improvements also available by improving induction, so change the filter and consider removing the resonator.

As standard, the WRX builds boost very "softly", and doesn't feel like it's pulling at it's best until 3500. It'sa bit deceptive, to be honest, as the turbo comes in as a gentle build over a large rev band, you are getting some boost before 3000rpm, it just isn't enough to really do a lot!
With suitable supporting mods, it can do a lot better. Decat/sports cat full exhaust, decat up-pipe, ecutek remap are the main ones. With that fitted, things happen much earlier - the turbo will come in with a lot more boost a lot earlier. For example, peak torque as standard is ~215lbft at ~4000rpm. My car (02wrx) with the mods described was peaking at 272, but making 260lbft before 2800rpm (PE rollers). I've since fitted a Samco inlet hose, which has helped a bit more - the turbo feels like it comes in around 2500rpm, although it is beginning to build from about 2000 upwards.

Have the same car as you, I'd have said the turbo, starts to come in about the 3000rpm mark and by 3500 it is in "lift off" mode :-)

If you are removing cats to facilitate spool up, then IIRC the one to go for first is the one in the down pipe, which frees the turbo up about 500rpm earlier
Downpipe and up-pipe both make a very significant difference to spool up. Remap certainly helps, Samco/MRT turbo inlet hose possibly worth another 100rpm or so.
Neils - if you think 3500rpm in a standard bugeye corresponds to "lift off", try a modified one, or an STi, or better still one of the >400bhp cars.
