Apexi Boost and Fuel Controllers

Afternoon people
Quick question for those in the know - I have a 94 WRX STi - Tein S-Tech Suspension, HKS Exhaust and induction kit - Team Dynamics Monza 17 "(215 tyres).
Only problem is....bored, want more power!
Spoke to PD Motorsport and they suggested an Apexi boost controller and then an Apexi Fuel controller - both pretty expensive! - Is it worth it? Whats the benefit (except for the neon blue graphs, etc!)
It was also suggested I replace the down pipes (removing the CAT) - this will get 30 ish bhp! - is this true? How do you get the MOT done after that!??
