Just wondering if a HKS decat system of a MY99 uk would fit onto a MY99 STI Type R?? Also what would be a reasonable second hand price for it??

Also I've just fitted some Defi gauges to my car and the boost gauge judders/fluctuates/bounces under zero when not on boost, is this normal??

Yes, the exhaust systems from these 2 cars are the same. A lot of people say to be wary of fitting decat systems to Jap import cars, claiming they can put extra stress on the engine. I'm not so sure myself, but it is worth looking into.

Under certain circumstances the inlet system will go into vacuum, usually when the throttle is closed. This will cause the boost guage to try to pull below zero.
