22B help needed to win argument

OK Guys - I URGENTLY need a convincing argument why this 22B can be classified as a race car, especially one as highly modified as Theodores old car.

Standard 22B, modified further...
Quick Spec of car:

McLaren F1 front brake discs
Brembo front brake calipers
Racing compound brake pads
Proflex adjustable suspension
18" Raceline wheels

Engine:
Closed deck block - rally spec
Capacity re-enlarged to 2.2 litres
Cosworth forged pistons
new crank and con-rods
modified turbocharger
water cooled chargecooler
stainless steel exhaust - decatted
equal length exhaust manifolds
MoTeC M8 ECU
MoTeC ADL digital dashboard and
data-logging system
reportedly dyno tested at 370bhp

Interior
Prodrive FIA approved multipoint
bolt in roll cage
Sabelt FIA approved 6 point race
harnesses
FIA approved ducted fire
extinguisher system with remote
activator and ducting nozzles in
engine bay
rear seats removed
carpets removed

Exterior
Twin headlamp conversion using high
wattage bulbs
Racing decals.

Don't race cars have to have FIA papers?
Has the car any history of competition? Sprints, hill climbs etc.
You could ask John Felstead as he has a lot of experince with race cars.

I take it the US government are being obstructive.
