Just wondering if anyone knows what the dipstick beside the turbo is for on my 97 impreza sti?

Just checked level and it is empty?

I also have a slight problem with my car backfiring every now and then, and for some reason i haveb lost quite a lot of power? seems that when i reach around 80 - 90 the turbo is holding back or something? any ideas?
