I had a STI7 behind me on Sevenoaks Way, Orpington at the weekend and his exhaust sounded alot more "rumbly" and had alot more "GRRR" than my STI8 PPP.
I was wondering that if i replaced the Prodrive high flow cat with a decat pipe would it sound alot better and would it release any more power?

You will find that the Prodrive exhaust package is an integral part of the PPP. What I mean by that is Prodrive have matched all the disparate components forming the PPP to give you the power & torque figures that you now have (and the warranty, of course).
If I was going to make my exhaust more "rumbly", as you put it, I would be inclined to consider changing the back box to something more meaty. Possible candidates are items from Blitz, Scoobysport, TSL's Group N & Firestorm boxes (they are certainly rumbly), and see how you go.
However the addition of one of these may negatively impact on your PPP figures for the reasons I mentioned earlier (there again they may not). Not sure about the warranty issue (ie Prodrive's warranty on the PPP), in this respect, so you may have to do some more digging on this before you commit yourself.

BTW, I use a Group N backbox, linked to a centre decat on my STi7, and my neighbours can FEEL me coming from a mile away (and that's just their wives.....)

I have a MY00 Classic with PPP - Like you I have decided to go the decat d/pipe route. The reason for this is a mate of mine has a MY99 with PPP and the difference the decat d/p has made is very impressive. He hasn't got it rollered yet but the delivery of power / additional torque etc is quite significant.
