Speed cameras....revenue machines?

Just watching the bbc report on speeding again and noticed that a plod (chief insp?) defending claims that police use cameras as a 'cash cow'. He stated that speed cameras are not used as a cash cow and the policing are not milking it and the money does is not transfered into other policing purposes.
It was my understanding that 'marked' cameras did generate money for local plods? Maybe it was in the wording ("not transferred into 'OTHER' policing purposes") I only picked up on this after watching the same bit a few times over...It came accross a little differently to most people watching it only once.
Another interesting point...
the number of deaths on the road has NOT decreased since introducing speed cameras.

And he also said words to the effect that because the number of deaths has not reduced "TBH we don't know what causes the deaths on the roads." So why TF do they concentrate on speeders when speed is only a contributory factor in about 10% of accidents.
Very one-sided programme. (Mostly cos the guy from MAD hadn't rehearsed his replies to the most obvious of questions.) Nobody quesationed why cameras are required on brand new stretches of dual-carriageway etc. etc.
