Some of these smiley icons/graphics are great..how do I make them appear (and more importantly , keep moving) if I want to attach them to an email. I've cut and pasted them but it turns them into a fixed picture.

The "standard" smilies are gif images, stored on the Scoobynet server. The animated gifs are usually from other servers (just right click on them and select "Properties").
The moving ones move because they are animated gifs. The gif file contains a number of static images and instructions on displaying them, for example, loop through each image repeatedly, with intervals of 1 second.
However, not all tools can display the animations, in fact most can't and default to displaying the first stored static image. I'm fairly certain that E-mail packages such as Outlook Express & Outlook can't do the animations and just show the static image. If you used Hotmail or Yahoo mail through your browser, they would move because your browser can do the animation.
