Why is the insurance group for classic standard turbo group 17, but for a WRX with almost identical performance, better safety and c. the group is 19..... why?

Question

Cost to repair?

I've recently queried my 1997 Xantia 2.0HDi in group 13, while a brand new 206 2.0 HDi is in group 6!!
Was told cost to repair was the problem.

Cost of either car new was not too dissimilar, and classics have always been gp. 17.
