tuning, where to start?

I want to start beefing up my scooby but I'm not sure where to start. I've read that the pre my97 turbos are quiet strong and can dish out more boost than the engine can handle. So where do I go, do I chip it? With the extra heat produced should I need to fit a more efficent cooling fan or rad? What kind of fuel comsumption am I looking at? There's around 60k miles on it so should anything be serviced or change before I start up'ing the power?
What's the easiest thing to do first? It has a nice 3 inch bore s/s exh, an enormous dump valve and a k&n filter.

Fitting a better exhaust from the turbo back is the best first action. It is possible to fit a free flow sports cat in the centre pipe which will get you through the MOT easily and won't cost any significant power.
The Scooby ECU is a remapped chip which will give you a very good power increase for a really good price.
