Impreza WRX 265 - New model or dealer special

Just seen in my local press an advert for a Impreza 265, which has PPP fitted, 18" Alloys and tracker for £23,995. Is this a new model or a dealer special? Either way seems a but expensive as you could do this yourself cheaper:-
Car 19995
PPP 1600
Tracker 500
Wheels 1800 (18" FF Alloys)
Comes to £23,895 and you could probably get it to less than this if you sold the old alloys or got discount from the dealer on PPP and/or Wheels!
