Considering that up-pipes in 'classic' Imprezas don't have a cat in them, there's not a lot of benefit. There is some benefit as (I believe) the OE up-pipe is of a smaller diameter to the turbo inlet. A wider diameter up-pipe would flow more gas, yielding a benefit.
The greatest benefit is to MY01/MY02 cars which originally have a cat in that section.
No, I've not personally done this mod. However, I'm hoping to change the exhaust manifold soon (see here for group buy details) which includes a replacement up-pipe.

Up-pipe diameter works both ways. Larger diameter reduces speed of gas flow, which delays spool-up, although there's less flow restriction at the top end in compensation.
