Where do posts go?

Ive had at least 3 posts moved to other parts of the site!
If you look down the list of threads, you could practically say that 90% belong somewhere else and if webmaster did that, this section of the board would be empty.
Could someone (pref webmaster) explain what "should" be in this section. I know what shouldnt but dont know where the line is drawn.
