my mate has just sold his 106gti and is on the lookout for an imprezza
he wants to kno wot to look for when buying and who is good insurance wise as hes only 21

The insurance forum has a thread with loads of insurance companies listed. I'm guessing that a 106GTi would eb about group 13/14(ish). Impreza are minimum of group 17(if hes going for a turbo). Newer(01 onwards) models are 19 and higher.

So your friends quote is probably be going to be a lot high than the 106GTi

As for what to look out for, see when your next local subaru meet is. Theres nothing like seeing things for real - a picture is better than a thousand words. Look/listen to other owners cars - ask them if they can take you for a spin(not literally) etc
