Question

What are the material differences? (I know on paper 1 is faster)

Can it be a case of where like the UK classics were (are) easy enough to tune to go as fast as their STi counterparts?

There are a number of differences. from my limited techical knowledge of both cars.

Wrx is 225ps with PPP (prodrive performance pack) it is 265ps.
STI is 265ps with PPP 305ps.

But there are more differences than power figures.

STI has 6 speed close ratio box.
brembo brakes.
front and rear diffs.

these are the 3 major areas of difference over the wrx. In my opinion if you are going to mod the car working on list prices.

wrx with ppp is 21600 sti is 24995. the 3.4k difference is worth the gearbox and brake upgrade alone. as if you mod the wrx you will want a brake upgrade anyway.

I cant afford to insure a sti so had to go for a wrx. you pays yore money and takes your choices

I also seem to recall that 80% of the engine is different, as the STi engines are VVTs
