Spot/Fog lights

hi there,
Had my 02 STi prodrive for about a week now and absolutely love it.
One small question.
why is it that the WRX model has these huge spot/fog lights and the STi does not, just the fancy covers.
Is this an option for the STi, or did Subaru just decide that the higher spec model didn't need them ?
