Rules on child locks

My wife has just got a new Citroen C3, it is the top spec model. She's found that the rear doors do not have standard child locks, instead there is a button on the dash that activates an electronic child lock, but it has to be pressed each time you start the car.
She approached the dealer as we are concerned that a) we will not always remember to activate them, and b) by the time you've secured both kids in their seats and got in yourself, they could have tried to open the door.
Now, it seems unlikely that anything will happen, but the consequences are unthinkable. Both the dealer and Citroen UK say this meets all the required standards. I thought that a child lock that can be perminently set is a requirement of all new cars.
Does anyone know what the rules are ? Has anyone heard of other cars that do not have standard child locks ?
