Right Headligh acting weird PLZ HELP

um i put some hyper industries super white xenon hid simulated (100w i believe)bulbs in for my fog lights and for main headlights back in march
they have worked fine and yesterday they were working fine but today i just noticed that my right bulb looks like a dim yellow(it was bright white/blue yesterday as normal)
i checked to make sure the cable was plugged in securly and that none of the fuses were blown (Especially the RH fuse)
so im wondering is it just the bulb is crap and has gone out or what?
(btw when i turn on my brights the fog lights don't go off now...they did before tonight)
is it safe for my electircal sys and all to be using a 100w bulb its suppose to be able to run normal without having to rewire or pump more juice into it
oh btw its a '01 RS
