Has Dealer Service really gotten this bad?

Took my car in to have the front window looked at this morning. The window was catching by the wing mirror. The dealer kept me waiting for an hour before finally telling that they would not fix the problem under warranty. I pointed out that my previous car had a very similar issue that they had done under warranty. The only difference being that they had ordered a new rubber that time. Apparently as they was a new part required it was covered. When I suggested to the dealer that I go and sit in the car burn out the motor on the window so he could order a new one he was less that helpful.
Anyway I contacted IM straight a way as I was less that pleased with the dealer response and people wonder why the JD Power rating has dropped?
