Driving without insurance: ideas on forming a lobby group?

Everyone feels strongly about this, and it has had some exposure on programmes like Top Gear etc.

Is there a lobby group in place for this that we can lend support to, or should we look to form our own?

Basically, the result we need is to get the home secretary to review fines / sentences for this offence. We can all write to our local MPs, do a petition, contact RAC & AA etc -- anyone got any ideas on how to do this?
