It is where you depress the clutch, move the gearstick to neutral, blip the throttle, then depress the clutch again and select the gear you want as normal.
Double declutching is an anachronism from when gearboxes did not have syncromesh ("crash" boxes), and you had to synchronise the gear wheel speeds in the box yourself so they didn't crunch.
If you heel and toe and drive a modern car there is no need to double declutch - the synchro does it for you.

Dave's nearly got it right, follow his procedure on the down changes 6-5-4-3-2-1 where the output side is revolving more quickly than the input side, but on the up changes 1-2-3-4-5-6 you don't need to blip the throttle as the output side is revolving slower than the input side. The whole idea is to let the input shaft and the output shaft to rotate at the same speed. Because of gearbox inertia (drag/friction)rotational speed differences build in milli-seconds. Dave is right modern synchro rings do the job for you, but you can still make the changes smoother by double de-clutching, the downside is slower gearchanges. it's worth practicing however, because when you get it off pat, you can drive the car even if the clutch cable has gone ( a good skill to get you home)

John's summed it up, but not many benefits to double declutch with modern cars (it was useful with the first car I drove, a 1957 Austin A30 ).

No In a 5 speed car it will be 5-4-3-2-1-R-CRRRUNNCCHH collect small cardboard box from boot, get out of stationary car, collect gearbox pieces from side of road behind you!!! You MUST stop before engaging reverse.

because when you get it off pat, you can drive the car even if the clutch cable has gone ( a good skill to get you home)
