Not sure about the spoiler, haps a non genuine one, STI boot lid has i think 17 holes in it, but 4 of those holes have plastic grommets in them, so 13 actually holes for spoiler to bolt thru.

If that's the case its haps a standard WRX bootlid that has summit like 4 holes and i think a couple of grommets normally and its had some extra holes drilled into it.

It could still possibly be a genuine STI spoiler but just missing 4 of the bolts coz I believe the bolts or some of the bolts have a flat top to them and they slide into a grove on the underside of the actual spoiler.

By the looks of the underside of an STI boot lid i'd of thought the longer bolts, maybe 6 of them would go thru the outside holes, 3 each sides, where the boot lid has a second skin so it's easier to get the nut onto the thread, then shorter bolts in other boot holes.

As per Ade_sti
MY03 onwards Spoiler fitment
Looks like you have a Bugeye only rear wing (10studs/nuts and two clips)

We can always rely on Don to to clear things upmust admit i thought all newage STI spoilers would be the same fitment, so Blob/Hawk are the exact the same but a Bug is slightly different, hey you learn summit new everyday.
