Where does a 2002 sti get its rpm signal from.
my rev counter seems to be reading low, i cant seem to find any referance to where the ecu gets the rpm signal from

If you are on a stock ECU and not remapped it's not something you can mess with.
Why do you think its under-reading?

For the last few months the car doesnt want to rev over 6900rpm, there isnt any loss of perforemance and the engine sounds like its reving higher than the ecu or tacho is showing . i dont drive the car on the redline all the time but it used to rev so quickley when nailing it that you would be hitting 7300/7400 rpm without trying. Its not limiter based, rev limit set at 7600 and rev cut at 7700

It's possible to change the tacho output in a Syvecs to give a different tacho output from reality.
