It's looking that way. The rubber looks as if its coming away from the metal.
Probably need to drop it out to find out for sure.
Is that picture taken with the spring loaded or the wheel off the ground??

Before installing the Coilovers to the Car, It was Centre
Pic was taking Whilst Springs loaded as Car was of jack on the Ground, Top of Wheels is leaning inwards Tho

not sure what you are saying above , if you have not done it put the car back on the floor and see where it sits , if the top mount is the issue they are not that much and an easy job to change , they are specific ones for specific shocks so you need to know exactly which shocks you have , my two front ones were knackered and had to be changed
