Default HELP! Pulley questions!

I have a MY02 WRX, and I have a belt squeek, one of the pulleys (pictured below) has three black bits protruding from the pulley, should this bit spin??? If not then how do I stop it from doing so?

TIA

Yes, its the magnetic clutch on the A/C compressor so will spin when engaged by the A/C system/ecu

Being fair the AC belt tensioner pulley is a common area of trouble, mine used to squeak lol.

It only engages/runs when necessary, although if it keeps stopping/starting its a possible sign of low gas in the system.
