Default Classic subaru impreza 98' offside rear wheel locking

Hi to all I'm new to this site but have a problem with my classic awd 2ltr turbo I've been doing some welding as this has become a bit of a project now it was on axle stands on the near side for a couple of weeks while I was doing the work. I have put wheels back on and started it to pull it out of the garage and realised that the offside rear wheel wad dragging I've since removed that wheel and removed brakes thinking as the pads were at metal that it being wet when I first brought it in could have welded together. This was not the case it seem to be the whole shift that has problems as it will not turn so I'm guessing something to do with the diff I've jacked up the opposite side at the same time and tried to turn this it's a bit stiff but still turns does anybody have any exact Ideas or had or heard of this problem before thanks in advance if anyone could help cheers james

Yes shoes on the inside of the disk.
Make sure handbrake is off and reverse the car.
This should free it off
