Is there somewhere in the South East that you can hire or a club that runs an event similar to a track day that does top speed testing? I guess it will need to be an airfield runway or similar.

You can do it at Marham airfield via MLR, it will be at the beginning of next year and its a 30-130mph event with the ability to do top speed runs. It's over 60m wide and over 2miles long so even if you spin out your not going to hit anything

If you was in the midlands then m54 between j1-3 no bridges for the old bill sit on and perfectly straight and empty after 10pm. But on a serious note id say its best in a controled enviroment. Got be an old air field your way?
