Default Subaru impreza gc8/type r forging

What is the best possible route to go down to forge a gc8/type r?

If be looking to have power around 400/500bhp at the fly and would also like it as realisable as possible in both the engine and drive train

5 or 6K for the engine work alone or is that budget for the total build including gearbox, turbo, fueling, cooling, braking etc etc

What point is the car at now in terms of spec?

I would say if that's the total budget for everything listed above you would be better off going for a newage sti bottom end with supporting mods to suit and aiming for low 400s which the engine will handle as is.
