Default vw golf gti

a mate of mines bought a r reg golf gti 2.0 8v it seems to have a rev limiter at 5000 rpm ive checked the rotor arm and its not that, any ideas on where it might be fitted and how to remove it

Would it not be controlled by the ECU ?

At 5000rpm, are you sure it's not a diesel?
