Failing to provide is a pretty much impossible charge to defend against, given that by definition you commit the offence while in policy custody, surrounded by unimpeachable witnesses. Guaranteed license loser, and he'll be lucky if he gets off with a fine under four figures, with a short custodial or suspended sentence to boot.
