I am not familiar with the word Misanthrope, but the dictionary definition looks like it is more about hating mankind in general, which sounds broader than the OP's question. If the person holds the viewpoint that they hate people of all races due to their race rather than any other characteristic, and they distinguish their hate between the various races, then I'd say that's still racism.
