New perhaps not, but slightly more understandable in a wartime or immediate-post-war economy, IMHO.

The difference today is that we are being told that it is beef in our food, not horse.
If you know it is horse then you can make a choice.

Horsemeat was available in the days when food was rationed and beef portions were very small. The horsemeat was perfectly good to eat anyway.
