Default Track Racing In Europe...

So in the UK racing is regulated by the MSA.
There is regulations from the FIA for big championships all over the world such as F1 and FIA hill climbs / sprints.
But is there other assosiations for racing across Europe or other countries like our MSA?
What regulations would say USA or European countries have to abide by?

Used to be quite simple in car racing.

You either followed RAC Club Racing regulations, or if you did an international race you followed FIA rulings.
