Volume cut out protection - how does it work

Question...
Each bit of CV kit down the gym has a box of tricks with a headphone jack so you can listen to the TV audio, the radio or some random (and crap) CDs.
There seems to be some sort of volume cut out on them, so when you crank up the volume too far, the box cuts it back down. Fair enough it's designed to stop you deafening yourself but on one or two it's a little OTT. You turn up the volume so you can just hear and it chops it right back down. Most annoying.
How does this sort of work? On feedback?
Simple explanations please!

presumably this happens on every machine?
Are you using your own headphones? It might be that the impedance is wrong, so the amplifier cannot drive the speakers loud enough.
Can the gym supply a pair of their own headphones to check? Surely everyone else cannot have the same problem (hello WHAT did you say )

Not all of them (unless I'm *really* rocking away - what a sight that must be...).
They do sell their own headphones, I might borrow a pair to try.
I'm using some Panasonic in-ear ones - this set has only been through the swimming pool / spa pool / steam room once

FWIW my old Sony personal CD player and Sony walkman both have this feature (though it is switchable). I *think* they call it VLS (volume limiting system) or something, but I'd be buggered if I know how it works! Try writing to How2 on CITV or something..

volume IIRC is just an increase in signal amplitude. so capping it or detecting its gone outside of tolerance (then retarding volume) should be quite simple. Its probably all done digitally on a micro one those sort of devices though
