The EU budget: An 18 year mystery

For the last 18 years, auditors have failed/declined to sign off the accounts for the EU budget.
Where is all the money going? Why is it all so opaque, especially for a governmental organisation - how can they get away with it?
For most other organisations, I'd imagine this would be of grave concern to creditors, shareholders, etc. But not so the EU, who have the audacity to want a 100 Billion euro increase in their budget this year. Who knows where that will go.
Why isn't there an outcry all across Europe over it!?

Its a bit difficult to get the Eu commissioners to accept that they are in the wrong in the way that they spend the money as they do since they are nominally in charge, are unelectable, and don't care anyway!
