'Highway maintenance' lorries/vans/cars

In a previous thread about a much-maligned and valued subsection of our society 
there was mention of 'Highway maintenance' lorries. What is that about then? Do the Highways Agency subcontract maintenance to this much-maligned and valued subsection of our society, or are they ordinary lorries/vans/cars with fake 'Highway maintenance' stickers on 
There were several people who mentioned it, and I just didn't get it (confused again). Please could any replies refrain from use of the P-word....

i assumed these were sold off vehicles that they pick up cheap- not to suggest that they need to buy cheap vehicles of course!
the chaps that did a neighbours driveway had one but they certainly didnt work for the highways agency!
