Article from the ABD on how the Government manipulates the Transport Research Laboratory figures so that "7% of accidents are caused by speed" becomes "one-third of accidents are caused by speed":

Surely 100% of accidents are caused by speed. If both involved vehicles were at a standstill (ie speed = zero)there would not be an accident
