You can tell Paypal to downgrade you to a personal account, it's fairly easy and done over email. If you rack up funds through customer purchases again (i.e. eBay, about £3,000) then they'll turn it into a business account again.
You have one more chance to downgrade after that, and that's it.
So, normal account, no fees
After £3,000, upgraded to business account, fees incurred
email to downgrade to normal account, no fees
After the next £3,000 they upgrade you to business again, fees incurred
email to downgrade to normal account, no fees
Next £3,000, upgrade to business, and stuck with it.
Think it works like that.
