It's a shame that it's one rule for some but not others. I think the punishment is fitting just that everyone with a similar crime should get the same.

 

It does seem strange that there seems to be a law available to stop this type of offence but its not enforced.

Scotland has a different judical system to the rest of the UK. it has a law against sectarianism (which this offence, presumable, would come under....?) = hence the different treatment
