I'm pretty certain if you buy an app you have previously purchased it notifies you of such and allows you to download for free. I recommend you check this on some cheap 59p app first!
This is not the case for movies and music bought from itunes though but this is an answer! if you email itunes support and explain your computer hard drive was stolen or some such story they will write back and explain that it is not normally their policy to do so, but in this instance they will re-queue all previously purchased media. You simply open itunes and download.
Ive assisted 3 people in doing the above, one person had spent over £300 on media and so was greatly relieved to get it all back.
Consider getting yourself a cheap USB backup drive to backup stuff like this

You have the authorise the new computer for iTunes and then you can download the apps and shouldn't have to repurchase them. If you still have your old computer, you can take the hard drive and copy the iTunes directory.

Login using the same Apple ID and find an app you previously purchased and click the Buy button, it will tell you that you have already purchased this item, and would you like to download it, click OK / Yes and it'll download to the computer and you can sync it over to your phone.
