how do i,...............
open a dispute with paypal regarding an ebay transaction thats turnt sour ?
basically, i bought something from an ebayer company on a 'buy it now' transaction. his feedback was 99.9 with thousands of transactions. delivery time was estimated at a max of 5 days. 15 days later im still waiting. he has replyed to emails but i havnt had a reply to the last couple over the last couple of days and im just bored now. i want a refund. can paypal do this for me? or have i said goodbye to 60 quid.
what do i do now and how do i do it ?

Start by logging onto ebay and going to the item you won. You should have an option of "report a problem". Here you can say you have not received an item.
That may give you a link to paypal, if not log onto paypal and go through a similar thing. Find the payment you made and there should be an option to report a problem.
There is a minimum amount of time that has to have lapsed before you can do this, but I think you may be over it now.
If you report on paypal the seller will have an option to upload tracking info.Recently I had a similar issue and the seller uploaded a fake number for DHL.I said this in the message box and paypal found in my favour and returned my money.
