No idea on this myself, although it seems odd that there appears to be one rule for some and another for the rest on Paypal, from what Apples has written.

I dunno, i think i must have the Apple version of Paypal - "It just works" 
Seriously though, i've heard of other people in the same situation and it seems like it's totally random.
Paypal are just a sh1te bunch of crooked, robbing gits basically. I hate them but what can you do?

Could it have been sent as a gift avoiding the 21 day thingy?
I no longer use paypal due to too many robbing ****s on there so can't suggest anything else.
