If the sales will be via different people, the plate needs to go onto retention first. If the new car is purchased first, he can transfer it onto the new one before selling the old one.
Complex time consuming rubbish..... Friend doing the same at the mo

also doing at present as the scooby is going a journey, the system seams to be biased towards the plate going on retention, it seamed the easier option IMO, no suprise that it costs an extra 20quid to do it this way
i also had to que for ages in the DVLA office next to a smelly bloke
if you own both cars, and they are both taxed, then i believe you can swap the reg over without having to pay the extra 20quid.

So in short....
If the new car is arriving before the old car, you can do a direct transfer.
If the cars are being dealt with by a dealer, most will take care of the plate transfer for you.
If the old car is going before the new car arrives, the plate needs to go onto retention until you have rights over the new car.

Correct.
Don't go and queue for hours at the DVLA though. They will only transfer a new private plate while you wait, and wait, and wait.
We sold a car recently & wanted to swap the plates, so we filled in the paperwork & went to the DVLA in Borehamwood.
I knew straight away which person I would see - the one that didn't speak any English!!
They took all the papers and said they would write to me, so it was a wasted journey!
It was something to do with checking the vehicles wern't stolen - even though I was stood there with ALL the documentation for each vehicle...!

If he is getting the new car first, then its just the £80 transfer, as you wont need to put anything on retention.
I handed mine in at DVLA, as apparently is "speeds things up". But is not same day anymore. Says that on the website too now.
I should clarify, putting a new plate ON the car can be done there and then, over the counter, as long as you have all the right paperwork. New tax disc, the lot.
But getting the plate on retention and the old plate back on the car, is the bit that is NOT done same day anymore.
